The purpose of this Advice Note is to give general guidance on hazardous substances controls contained in the Planning (Northern Ireland) Order 1991 and the requirements to obtain hazardous substances consent. This revision takes into account changes introduced by Article 12 of Directive 96/82/EC on the control of major accident hazards involving dangerous substances (the COMAH Directive Opens link in a new browser window).
