Plan Strategy
The Borough of Craigavon has seen a significant amount of new commercial development in recent years. The Plan seeks to build on this confidence and reinforce its role as a major commercial centre, taking account of population increase and a growth in personal spending expected over the Plan period.
The Plan Strategy is therefore to:
  • facilitate a level of overall commercial growth in the three town centres of Central Craigavon, Lurgan and Portadown which reflects their individual status as towns and is in general conformity with the RDS;
  • to ensure the availability of adequate opportunities for regeneration and the mix of uses appropriate to town centres, such as offices, leisure and civic uses, subject to prevailing regional planning policy and the proposals contained in the adopted Craigavon Area Plan 2010.
This Strategy will be implemented through the Plan Proposals and the application of regional policy at local level.
To facilitate this, the Plan sets out designations for the Town Centre Boundaries, Primary Retail Cores and Primary Retail Frontages and policy for Primary Retail Frontages. These designations provide the necessary framework within which regional planning policy for retail development can be implemented in the context of the Craigavon area.
The Craigavon Urban Area has three main shopping cores: Central Craigavon, Lurgan and Portadown. Central Craigavon has benefited in recent years from improvements and extensions to the Rushmere Shopping Centre while the Meadows Shopping Centre and High Street Mall are relatively recent additions to Portadown Town Centre. Lurgan town centre is characterised by its attractive townscape, now a Conservation Area, and a predominance of local independent traders.
