The following sites DH 02 - DH 04 are designated as Housing Land Use Policy Areas as identified on Map No. 8a – Doagh.
Committed housing sites (Built) (DH 02/01-DH 02/02) include sites with planning permission for housing which have been built in full or in part since 1st January 1999 and have a potential yield of 10 or more dwellings. Details of all sites, including those with a potential yield of less than 10 dwellings are contained in the Population and Housing Technical Supplement.
Designation DH 02 Housing Land Use Policy Areas Committed Housing Sites (Built)
The following sites are designated as Housing Land Use Policy Areas as identified on Map No. 8a – Doagh:-

DH 02/01: 0.26 hectares at Harmony Hill, Ballyclare Road
Planning permission for 12 units was granted in October 2000 and these dwellings were under construction by 31st March 2003.
DH 02/02: 4.89 hectares at Village Green, Station Road
Planning permission was granted for 60 units before 1st January 1999 and at 31st March 2003 14 dwellings were under construction.
Committed housing sites (DH 03/01-DH 03/03) include sites with extant planning permission for housing and which have a potential yield of 10 or more dwellings. Details of all sites including those, which have permission for less than 10 dwellings are contained in the population and Housing Technical Supplement.
The plan stipulates Key Site Requirements for those sites over 0.5 hectares, which will apply if current approvals lapse or where a further application for planning permission is submitted. Development of sites under 0.5 hectares will be subject to regional planning policy.
Designation DH 03 Housing Land Use Policy Areas Committed Housing Sites
The following sites are designated as Housing Land Use Policy Areas as identified on Map No. 8a – Doagh:-

Designation DH 03/03 Housing Land Use Policy Area Doagh Business Park, 20 Mill Road
2.93 hectares of land are designated as a Housing Land Use Policy Area at Mill Road as identified on Map No. 8a – Doagh.
Key Site Requirements:-
  • Housing development shall be a minimum gross density of 15 dwellings per hectare and a maximum gross density of 25 dwellings per hectare;
  • Access shall be from Mill Road. Detailed consultation with Roads Service, DRD shall be required to identify any necessary improvements to the road network/public transport/transportation measures in the area, to facilitate development of the site. A Transport Assessment (TA) may be required to identify such improvements;
  • A detailed flood risk assessment of the Doagh River and associated Mill Race shall be carried out and submitted to the Department to inform proposals for the development of the site;
  • The watercourses within and adjacent to the site boundaries shall be retained as open watercourses and incorporated into the proposed development unless Rivers Agency, DARD determine that the retention of the open watercourses is not appropriate;
  • Housing layout shall be designed to ensure dwellings front onto Mill Road;
  • The existing mill and associated, significant buildings shall be retained as a landmark and incorporated within any development;
  • Infilling of flood plains to facilitate the development shall not be permitted;
  • Retaining structures shall not be included. In exceptional circumstances, where retaining structures are necessary they shall not exceed 1.5 metres in height;
  • Part of this site is within the Doagh River Corridor LLPA (Ref. DH 07). Pedestrian access shall be provided from the development to this river corridor;
  • A full flora and fauna survey of the site shall be carried out and submitted to the Department to inform proposals for development of the site;
  • All existing trees, shrubs and hedgerows within the site and on the boundaries shall be retained unless the Department determines that such vegetation is not of a quality to merit retention or is required to be removed to facilitate a safe means of access to the site; and
  • A 5-8 metres wide landscape buffer of trees and hedges of native species shall be provided entirely within and adjacent to the Settlement Development Limit, along the western boundary of the site and outside the curtilage of any dwelling. This is to provide screening for the development and help assimilate and soften its impact on the countryside. Details of establishment, maintenance and long term management shall be formally agreed with the Department.
Detailed consultation with CPD Landscape Architects Branch, DFP and Natural Heritage, Environment and Heritage Service, DOE will be required.
Detailed consultation with Built Heritage, Environment and Heritage Service, DOE will be required
Detailed consultation with Rivers Agency, DARD will be required.
Detailed consultation with Water Service, DRD will be required as Water Service infrastructure is contained within and adjacent to this site.
This site has outline planning approval for residential development.
The following Housing sites (DH 04/01-DH 04/02) of 0.1 hectares and above are identified for housing. Details of the sites are contained in the Population and Housing Technical Supplement. The plan stipulates Key Site Requirements for those sites over 0.5 hectares. Sites under 0.5 hectares will be subject to regional planning policy.
Designation DH 04/01 Housing Land Use Policy Area Land opposite Doagh Business Park, Mill Road
3.49 hectares of land are designated as a Housing Land Use Policy Area at Mill Road as identified on Map No. 8a – Doagh.
Key Site Requirements: -
  • Housing development shall be a minimum gross density of 15 dwellings per hectare and maximum of 25 dwellings per hectare;
  • Access shall be from Mill Road. Detailed consultation with Roads Service, DRD shall be required to identify any necessary improvements to the road network/public transport/transportation measures in the area, to facilitate development of the site. A Transport Assessment (TA) may be required to identify such improvements;
  • Housing layout shall be designed to ensure dwellings front onto Mill Road;
  • All existing trees, shrubs and hedgerows within the site and on the boundaries shall be retained unless the Department determines that such vegetation is not of a quality to merit retention or is required to be removed to facilitate a safe means of access to the site; and
  • A 5-8 metres wide landscape buffer of trees and hedges of native species shall be provided entirely within and adjacent to the Settlement Development Limit, along the northern and western boundaries of the site and outside the curtilage of any dwelling. This is to provide screening for the development and help assimilate and soften its impact on the countryside. Details of establishment, maintenance and long term management shall be formally agreed with the Department.
Designation DH 04/02 Housing Land Use Policy Area Land to the south of Burn Road
6.7 hectares of land are designated as a Housing Land Use Policy Area at Burn Road as identified on Map No. 8a – Doagh.
Key Site Requirements: -
  • A Concept Statement to facilitate the comprehensive development of the site shall be submitted to and agreed with the Department;
  • Housing development shall be a minimum gross density of 15 dwellings per hectare and maximum gross density of 25 dwellings per hectare;
  • Access arrangements shall be agreed with Roads Service, DRD. Detailed consultation with Roads Service, DRD shall be required to identify any necessary improvements to the road network/public transport/transportation measures in the area, to facilitate development of the site. A Transport Assessment (TA) may be required to identify such improvements;
  • The existing watermain infrastructure shall require upgrading in order to develop this site. Detailed consultation with Water Service, DRD shall be required;
  • A detailed flood risk assessment of the Doagh River shall be carried out and submitted to the Department to inform proposals for the development of the site;
  • A full flora and fauna survey of the site shall be carried out to inform proposals outlined in the Concept Statement;
  • All existing trees, shrubs and hedgerows within the site and on the boundaries shall be retained unless the Department determines that such vegetation is not of a quality to merit retention or is required to be removed to facilitate a safe means of access to the site;
  • A 3 metres wide landscape corridor of trees and hedges of native species shall be provided along both banks of the Doagh River Corridor LLPA. Pedestrian access shall be provided to this corridor; and
  • A 5-8 metres wide landscape buffer of trees and hedges of native species shall be provided entirely within and adjacent to the Settlement Development Limit, along the southern and western boundaries of the site and outside the curtilage of any dwelling. This is to provide screening for the development and help assimilate and soften its impact on the countryside. Details of establishment, maintenance and long term management shall be formally agreed with the Department.
The site includes sections of the Doagh River Corridor LLPA (Ref. DH 07) and Doagh River, Morley Bridge SLNCI (Ref. DH 06).
Detailed consultation with Landscape Architects Branch, DFP and Natural Heritage, Environment and Heritage Service, DOE will be required.
A foul sewage pumping station may be required to serve this site.
Part of this site is within the cordon sanitaire of a sewage treatment works.
Surface water runoff from any future development may be discharged directly into the Doagh River, subject to formal approval from Rivers Agency, DARD.
