The following housing sites (CY 02- CY 03) are designated as Housing Land Use Policy Areas as identified on Map No. 7a – Cogry/Kilbride.
Committed housing sites (built) (CY 02/01-CY 02/02) include sites with planning permission for housing which have been built in full or in part since 1st January 1999 and have a potential yield of 10 or more dwellings. Details of all sites, including those with a potential yield of less than 10 dwellings are contained in the Population and Housing Technical Supplement.
Designation CY 02 Housing Land Use Policy Areas Committed Housing Sites (Built)
The following sites are designated as Housing Land Use Policy Areas as identified on Map No. 7a - Cogry/Kilbride:-

CY 02/01: 0.93 hectares at “Kilbride Grove”, Moyra Road
24 dwellings were under construction on this site at 31st March 2003.
CY 02/02: 1.17 hectares at “Douglas Land”, Burnside Road
14 dwellings were under construction on this site at 31st March 2003, with potential for a further six units.
Committed housing sites (CY 03/01-CY 03/03) include sites that were the subject of current planning applications at 31st March 2003, which were sufficiently advanced to be considered as commitments and which have a potential yield of 10 or more dwellings. Details of all sites including those with a potential yield of less than 10 dwellings are contained in the Population and Housing Technical Supplement. The plan stipulates Key Site Requirements for those sites over 0.5 hectares. Development of those sites under 0.5 hectares will be subject to regional planning policy.
Where planning permission has been granted, development will be subject to any conditions attached to the permission. In the event that such permission lapses or a further application for planning permission is submitted, development will be in accordance with the Key Site Requirements where stipulated.
Designation CY 03/01 Housing Land Use Policy Area Land adjacent to Kilbride Grove, Moyra Road
0.8 hectares of land are designated as a Housing Land Use Policy Area at Moyra Road as identified on Map No. 7a – Cogry/Kilbride.
Key Site Requirements: -
  • Housing development shall be a minimum gross density of 15 dwellings per hectare and a maximum gross density of 25 dwellings per hectare;
  • Access arrangements shall be agreed with Roads service, DRD. Detailed consultation with Roads Service, DRD shall be required to identify any necessary improvements to the road network/public transport/transportation measures in the area, to facilitate development of the site. A Transport Assessment (TA) may be required to identify such improvements;
  • Housing layout shall be designed to ensure dwellings front onto Moyra Road;
  • A flood risk assessment of the watercourses within and adjacent to the site shall be carried out and submitted to the Department to inform proposals for the development of the site;
  • The watercourses within and adjacent to the site boundaries shall be retained as open watercourses and incorporated into the proposed development unless Rivers Agency, DARD determine that the retention of the open watercourses is not appropriate;
  • All existing trees, shrubs and hedgerows within the site and on the boundaries shall be retained unless the Department determines that such vegetation is not of a quality to merit retention or is required to be removed to facilitate a safe means of access to the site; and
  • A 3 metres wide landscape buffer of trees and hedges of native species shall be provided entirely within and adjacent to the Settlement Development Limit, along the southwestern boundary of the site and outside the curtilage of any dwelling. This is to provide screening for the development and help assimilate and soften its impact on the countryside. Details of establishment, maintenance and long term management shall be formally agreed with the Department.
Detailed consultation with Rivers Agency, DARD will be required.
Designation CY 03/02 Housing Land Use Policy Area Land to the north of Kilbride Primary School
0.85 hectares of land are designated as a Housing Land Use Policy Area north of Kilbride Primary School as identified on Map No. 7a – Cogry/Kilbride.
Key Site Requirements: -
  • Housing development shall be a minimum gross density of 15 dwellings per hectare and a maximum gross density of 25 dwellings per hectare;
  • Access shall be from Moyra Road. Detailed consultation with Roads Service, DRD shall be required to identify any necessary improvements to the road network/public transport/transportation measures in the area, to facilitate development of the site. A Transport Assessment (TA) may be required to identify such improvements;
  • Housing layout shall be designed to ensure dwellings front onto Moyra Road;

Designation CY 03/03 Housing Land Use Policy Area Land opposite Kilbride Lodge, Moyra Road
0.95 Hectares of land are designated as a Housing Land Use Policy Area at Moyra Road as identified on Map No. 7a – Cogry/Kilbride.
Key Site Requirements: -
  • Housing development shall be a minimum gross density of 15 dwellings per hectare and a maximum gross density of 25 dwellings per hectare;
  • Access shall be from Moyra Road or Brookland View. Detailed consultation with Roads Service, DRD shall be required to identify any necessary improvements to the road network/public transport/transportation measures in the area, to facilitate development of the site. A Transport Assessment (TA) may be required to identify such improvements;
  • Housing layout shall be designed to ensure dwellings front onto Moyra Road;
  • The existing dry stone wall on the northern boundary shall be retained and incorporated within the proposed development;
  • All existing trees, shrubs and hedgerows within the site and on the boundaries shall be retained unless the Department determines that such vegetation is not of a quality to merit retention or is required to be removed to facilitate a safe means of access to the site; and
  • A 3 metres wide landscape buffer of trees and hedges of native species shall be provided entirely within and adjacent to the Settlement Development Limit, along the western boundary of the site and outside the curtilage of any
  • dwelling. This is to provide screening for the development and help assimilate and soften its impact on the countryside. Details of establishment, maintenance and long term management shall be formally agreed with the Department

This site is the subject of a planning application for 42 dwellings.
