Ards Borough: Millisle
Millisle is situated on the east coast of the Ards Peninsula, 4 kilometres south of Donaghadee on the coast road to Ballywalter. It has a linear form with development stretching along the rocky coastline from James Point in the north to Drumfad Bay in the south.
Originally a small fishing village, Millisle has become a popular tourist centre with a large number of holiday homes and several caravan parks. Ards Borough Council has plans to improve the existing recreation facilities at the lagoon and along the foreshore. The village has a range of facilities including a school, four churches, a variety of shops and amusement outlets, a post office and a number of community halls.
The main concentration of housing is located to the west of the village centre along Moss Road and Abbey Road.
In the Northern Ireland Landscape Character Assessment, the wooded estate to the south of the village, at Woburn is highlighted, providing an effective limit to development in this direction. It is also an area which makes a significant contribution to the setting of the village.
|Proposal ME 01 Settlement Limit|
|A Settlement Limit is designated for the village in accordance with Policy SETT 1 in Volume 1 of the Plan and as indicated on Map No. 2/014a, Millisle Settlement Map.|
The designated Settlement Limit has been drawn around the urban footprint to ensure a compact settlement form, prevent coalescence with nearby Donaghadee to the north and inappropriate expansion over the Plan period. It excludes many of the caravan sites which contribute important tourist accommodation and which may be subject to development pressures. Woburn House and estate provides a natural stop to development towards the south.
The Settlement Limit includes existing housing development sites including the former caravan site to the south, where construction work is ongoing and a recently approved housing site at Moss Road. Other housing schemes have been approved at Main Street and at the site of the former listed building at the junction of Main Street and Abbey Road.
There are a number of areas of active and passive recreation just beyond the settlement limit, including football pitches at Abbey Road and the coastal walkway

Planning permission has been granted for residential development on this site and construction is well under way.

Planning applications within the Housing Policy Areas will also be processed in accordance with the requirements of all prevailing planning policy.
LLPA 1 Woburn House and wooded estate
- extensive areas of woodland and mature shelter belts;
- estate largely enclosed by original stone walls which forms an especially attractive edge along Woburn Road;
- attractive swathe of planned parkland in otherwise exposed coastal landscape;
- listed Woburn House and its setting comprising the small estate (excluding adjoining developments which are detrimental to the setting of the house and estate);
- provides strong visual and landscape setting to the village and a distinct stop to linear coastal development; and
- attractive thatched cottage amongst original estate trees on Woburn Road.
LLPA 2 Shoreline and amenity area
- extensive area of local amenity importance, comprising open space, walkways, beaches and a childrens play area from where there are panoramic views along the coastline and out to sea.
The area identified reflects the area of medieval and post medieval settlement, on the basis of current knowledge, it is likely that archaeological remains will be encountered in the course of development.
