Following the 'Notice of Intention to Prepare a Development Plan' for the Omagh and Strabane districts in September 2004, the Department has moved onto its next stage: the publication of an Issues Paper. The West Tyrone Area Plan 2019 Issues Paper was published on 18th October 2005. This will be subject to Public and Community consultation until 27th January 2006.
The purpose of the West Tyrone Area Plan is to inform the general public, statutory authorities, developers and other interested bodies of the policy framework and land use proposals that will implement the strategic objectives of the Regional Development Strategy and guide development decisions within West Tyrone up to 2019. It will be prepared in general conformity to the Regional Development Strategy (RDS) and will address issues of social need, equality of opportunity and other social, physical and environmental issues.
The Issues Paper
The Issues Paper is a consultation document, intended to promote focused debate on those issues that will need to be addressed when preparing the Draft Plan. For ease of use, the Issues Paper sets out a series of strategic, general and local issues against which comment may be lodged. It has been prepared in consultation with the Department of Regional Development, the District Councils and other public stakeholders. It has also taken into account the key concerns identified by Community Technical Aid in liaison with local community organisations and under-represented groups.
Initial Findings Report
To accompany the Issues Paper, an Initial Findings Report has been published. This contains statistical and analytical data that informed the preparation of the Issues Paper. Whilst it is not necessary to consider this report in order to respond to the Issues Paper, some developers, community groups or members of the public may find this background information useful.
A series of discussion papers presented to the Councils is also available. These cover a review of each of the existing development plans for Omagh and Strabane districts; national and regional policy context and strategic issues; results of the pre-Issues consultation exercise and an examination of housing and local issues.
Community Technical Aid Report
Community Technical Aid (CTA) has been commissioned to independently organise and facilitate extensive Public and Community consultation. The first stage of this consultation has been completed and a 'Stage One' report is available from CTA’s website www.communitytechnicalaid.org or by following the hyperlink below.
All views and comments expressed during the consultation exercise will be considered and addressed by the Planning Service in the preparation of the Draft West Tyrone Area Plan 2019.
Responding to this Issues Paper
The consultation period following publication of the Issues Paper will last 14 weeks and ends at 5:00pm on 27th January 2006. During this period, events will be held by Community Technical Aid to focus views on the issues that the Plan should address.
