The purpose of this consultation is to seek the views of interested parties on the draft Order.

The Modernising Planning Processes (MPP) Implementation Plan was launched by Angela Smith MP on 3 February 2003 after a comprehensive review of the planning system.
Many of the proposed actions require legislative change. These and other proposed changes to planning legislation were consulted on through the August 2004 'Reforming Planning: Proposals to Amend Primary Legislation in Northern Ireland' consultation paper.
The Department received 114 responses to the consultation and a Summary of Responses is available highlighting the comments received and the Department’s consideration of the way forward. This is intended to assist the reader in moving from the earlier consultation to the current one on the draft legislation.

New legislation

Following the consultation exercise a draft Planning Reform (Northern Ireland) Order and Explanatory Memorandum have been prepared by the Department. The wide ranging provisions contained within the draft Order are intended to speed up the development control system, provide additional enforcement powers and further streamline the development plan process. New powers are included to enhance community involvement and to protect the built and natural environments.

Purpose of the consultation

The purpose of this consultation is to seek the views of interested parties on the draft Order. An Explanatory Memorandum accompanies the draft Order and is intended to explain and clarify what the Department’s intentions are in relation to each provision.  We look forward to receiving comments and views on the draft provisions and if there are any other measures that you believe will help you participate in this consultation process please do not hesitate to contact us.

Public responses to this consultation paper
