Consultation on Draft PPS 23 and PPS 24

On 17 January 2011 the Department of the Environment published two draft Planning Policy Statements (PPS) for public consultation. These are PPS 23 (Draft): Enabling Development and PPS 24 (Draft): Economic Considerations.

Draft PPS 23 provides a policy for assessing enabling development i.e. development that would not normally be acceptable, but can be justified where there are overriding public benefits to be gained from the development scheme overall. The purpose of introducing such a policy is to maintain and enhance the standard of a wide range of community facilities in Northern Ireland including cultural, educational, social, health, built heritage and leisure facilities and the restoration and creation of wildlife habitat
Draft PPS 23 is accompanied by a Best Practice Guidance document 'Assessing Enabling Development' which is also subject to public consultation.
Draft PPS 24 provides guidance on the weight to be accorded to economic considerations in the making of planning decisions.
