Consultation on the consolidation of the 1999 Environmental Impact Assessment regulations

The Department of the Environment has today issued a consultation paper on its proposals for amendment and consolidation of the Planning (Environmental Impact Assessment) Regulations (Northern Ireland) 1999 (the 1999 EIA Regulations).
The purpose of the consultation is to obtain views on the specific amendments to the 1999 EIA Regulations described within the paper. Comments on the Equality Impact Assessment Screening document and Partial Regulatory Impact Assessment which are contained in the paper are also welcome.
The closing date for the receipt of comments is 15th November 2011.
The 1999 EIA Regulations apply the EIA Directive (Directive 85/337/EEC, as amended), to the planning process in Northern Ireland. The EIA Directive requires an assessment of the effects of certain public and private projects on the environment before development consent is granted.
The draft Regulations will update the 1999 EIA Regulations and make them more accessible to users by bringing previous amendments resulting from case law or amendment to the EIA Directive together in one piece of legislation.
The proposed amendments will take account of the latest case law and amendment to the EIA Directive and introduce revised procedures, including changes to the public inquiry publicity arrangements which are designed to speed up the inquiry process.
