Development Plan Stage 2: The Issues Paper
An Issues Paper is published to promote debate focused on those matters that will shape the preparation of the Draft Plan. The paper sets out a series of strategic, general and local issues against which representations may be lodged. However, there may also be other issues that may be raised and commented upon.
There is a statutory consultation period of 14 weeks during which representations may be made. An independent body is appointed to assist in the public consultation process and in due course to report their findings.
The Issues Paper may be accompanied by a report detailing the initial findings of the research and consultation carried out at the Information Gathering Stage.
Further extensive consultation and research is undertaken to assist in the formulation of detailed proposals which are then published as the Draft Plan.
