DCAN 10: Environmental Impact Assessment
9.1 Where EIA is required for an outline planning application, the requirements of the Regulations must be fully met at the outline stage as Approval of Reserved Matters are not subject to EIA. When an outline planning application is submitted, the Department will need to be satisfied that it has sufficient information available on the environmental effects of the proposal to enable it to determine whether or not planning permission should be granted in principle. In cases where more information on the environmental effects is needed than has been provided in the Environmental Statement, further information will be requested under Regulation 15 of the EIA Regulations. This may also constitute a request under Regulation 7(4) of the Planning (General Development) Order (Northern Ireland) 1993*.
