Speech by Malcolm Moss MP, Minister for the Environment for Northern Ireland, at the launch of Discussion Paper 'The Belfast City Region: Towards and Beyong the Millennium'.
This announced a major review of planning issues in the Belfast City Region and introduced a new policy aimed at securing higher standards of urban design particularly in relation to new development on greenfield sites.
