4.34. As part of a Government drive to promote greater uptake of renewable energy technologies, the Department of Finance and Personnel is currently considering changes to the Building Regulations that will require the incorporation of low or zero carbon energy sources in all new development. Should these changes come into effect, they will apply to all new homes, company and public buildings and provide a predicted annual reduction in CO2 emissions.
4.35. Low or zero carbon energy sources will mean any of the following systems for the production of electricity and/or heat – biomass heating (excluding an open fire), combined heat and power, fuel cell, geothermal, heat pump, hydro, photovoltaic, solar hot water, waste heat (excluding ventilation heat recovery) or wind power.
