Context: Targeting Social Need

10. The Government has established Targeting Social Need as one of its public expenditure priorities. It believes that greater equality and equity can be achieved by improving the social and economic conditions of the most disadvantaged areas and people in Northern Ireland, which in turn should contribute to the healing of community divisions.
