PPS 2: Planning and Nature Conservation
29. In Northern Ireland, development plans consist of area plans, local plans and subject plans which apply the regional policies of the Department at the appropriate local level. They set out the detailed planning policies and specific proposals for the development and use of land which guide most day-to-day planning decisions and may include additional site specific policies relevant to local circumstances, eg, sites of local nature conservation importance. As well as providing the basis for co-ordinating decisions and development control in the particular area to which they relate, they provide a framework within which informed investment decisions can be made and are the primary means of evaluating and resolving any potential conflict between the need for development and the need to protect the built and natural environment.
