On the basis of the RDS, the Plan needs to provide for 903 dwellings in the period from 1998 to 2016. In the period from December 1998 to July 2004, a total of 657 dwellings were completed in the town. In July 2004 a further 129 dwellings were under construction and 475 dwellings had planning permission but had not commenced on committed sites.
A thorough evaluation of urban capacity has resulted in the identification of 21 sites with a total area of 5.8 hectares and an estimated potential of 231 dwellings within Portstewart’s urban footprint, which are physically suitable for housing development. It is assumed, within the Plan period 60% of this potential will be completed, therefore the projected yield from the identified urban capacity sites is 139.
In the context of development experience in the past 5 years, the Plan projects a further 23 dwellings may be expected to be developed on windfall sites over the remainder of the Plan period, bringing the total estimated yield within the urban footprint to 162 dwellings.
The Plan includes a single urban fringe site of 1.7 hectares and an estimated potential of 52 dwellings, which has outline planning permission.
