: Retail Policy and Proposals
|Town Centre Boundaries, as indicated on Maps No 2, 3 and 4, are designated for Central Craigavon, Lurgan and Portadown.|
The Plan defines town centre boundaries for each of the three main centres. The town centres provide a broad range of retail, service and other facilities, and are the focus for community and public transport. Within these centres, retail development and other uses that generate significant numbers of people will be encouraged and promoted, as the most sustainable locations with optimum accessibility by a range of means of travel. The town centres provide the main opportunity for further commercial expansion.
Lurgan and Portadown town centres each have a number of banks, building societies and other financial services operating from ground floor premises. Each also has a number of other offices operating from smaller premises often above existing shops.
Central Craigavon has an important role as an administrative centre, accommodating Craigavon Civic and Conference Centre, Craigavon Courthouse and Marlborough House.
Primary Retail Cores

Primary Retail Cores (PRCs) normally contain the traditional concentration of retailing and other town centre functions. The purpose in identifying a PRC is to control the location, scale and nature of new development in each core and to provide conformity with the retail uses. This is to ensure the continuance of a compact, lively and attractive shopping environment, offering both choice and convenience, and to control the intrusion of non-retail uses in prime shopping areas. Proposals for retail development in town centres will, therefore, be directed towards the PRC in the first instance.
Development proposals within PRCs will be assessed in the context of prevailing regional planning policy and the Plan Proposals.
Primary Retail Frontages

Policy R 1
Primary Retail Frontages
Planning permission will be granted for retail uses at ground floor level within the Primary Retail Frontages designated in Lurgan and Portadown. Planning Permission will be granted for development proposals to convert non-retail uses to retail uses in these frontages.
Planning permission will not be granted for non-retail uses at ground floor level within the Primary Retail Frontages designated in Lurgan and Portadown unless, exceptionally, it can be demonstrated that they form part of a mixed-use retail led development which contributes to the vitality and viability of the Town Centre.
The Primary Retail Frontages (PRFs) in Lurgan and Portadown town centres comprise those parts of the town centres that should be retained in retail use. Details of the designations are contained on the relevant town centre maps. Proposals for non-retail uses at ground floor level within the primary retail frontages will be resisted in order to retain the focus of retail uses and ensure the maintenance of a compact shopping environment. Non retail uses will be permitted in upper floors.
Bars, cafes and restaurants complement the primary shopping function of town centres by contributing to the range and choice of facilities available to residents and visitors. They also contribute to the evening economy and support tourism. Such uses will normally be expected to locate outside primary retail frontages.
