Jonesborough is located some 9 kilometres south of Newry, in close proximity to the main Belfast to Dublin road. It is a linear settlement with a range of community and retail facilities.
The main part of the village is situated in an elevated position on land that slopes up to the east. Jonesborough mountain to the northwest, part of the Ring of Gullion Area of Outstanding Natural Beauty provides a dramatic backdrop. To the east, the setting of the village is provided by an attractive rural landscape, part of which borders the Republic of Ireland. This character is strongly enhanced by features such as dry stone walls and distinctive field patterns.
From the original main street of Jonesborough Village, the settlement has expanded to the south and west along the Edenappa and Finegan’s Roads, where most recent housing development has taken place. The development limit has also been extended northwards to include those buildings at Flurry Bridge that lie within the Plan Area together with the recently developed Oriel Business Park at Lower Foughill Road.
The village is a service centre with a wide range of facilities including a church, village hall, primary school, public house and local supermarket/post office. It also hosts the weekly Jonesborough market, which is centred on the recently developed facility opposite the primary school. This complex also includes a restaurant and permanent retail units.

The settlement development limit is designated to take account of land with extant planning permission for housing and sites that have not yet been approved but which are at a stage in the planning application process where there is a reasonable expectation that planning approval will be granted. The settlement development limit also takes account of the role of the settlement whilst protecting its natural setting and the important landscapes to its periphery.
Housing
Social Housing
The Housing Needs Assessment has identified a social housing need of 2 dwellings for Jonesborough. It is envisaged that this will be met through the development control process.

Housing Zoning
The following sites, including committed sites, are zoned for housing. Policy for the control of development on zoned sites is contained in Policy SMT 2 in Volume 1 of the Plan. Zoned land will be developed in accordance with all prevailing regional planning policy and with any relevant Plan Policies and Proposals including, where specified, key site requirements.
The plan does not stipulate key site requirements for committed sites because future development will be subject to the conditions attached to planning permission. However, in the event that such permission may lapse Planning Service may alter existing conditions or attach new conditions to any subsequent approval to take account of prevailing regional planning policy and the Plan Proposals.
