Hilltown is located on the foothills of the Mourne Mountains 15 kilometres from Newry. It is situated at the intersection of the B8 Newry to Newcastle protected route with the B25 Rathfriland to Rostrevor road.
The village sits on a drumlin, elevated above the plain of the rivers Bann and Leitrim, which flow through its eastern portion. The whole of the settlement lies within the Mourne Area of Outstanding Natural Beauty (AONB).
Hilltown owes its origins to the Marquis of Downshire who in the 18th century built St. Johns Church of Ireland at the crossroads around which the historic core of the village developed. The village has experienced fairly rapid development in recent years with residential development spreading out along Newry Road, Main Street and Rostrevor Road. The cluster of development to the east of the river which comprises St. Johns RC Church, St. Patrick’s primary school and a number of dwellings along Kilkeel Road, remains visually separate from the main village.
There is a good range of services available within the village. This includes both retail and commercial facilities, such as supermarkets, public houses, a post office, a chemist and a livestock market. There is also a good range of community facilities such as a primary school, churches, a community centre and a social club.

The settlement development limit is designated to take account of land with extant planning permission for housing and sites that have not yet been approved but are at a stage in the planning application process where there is a reasonable expectation that planning approval will be granted. The settlement development limit also takes account of the role of the settlement whilst protecting its natural setting.
The designation of a settlement development limit around Hilltown enables the rationalisation and consolidation of existing development while aiding the reduction of urban expansion into the surrounding rural area and avoiding/reducing ribbon development along the main arterial routes into the village. This limit is also determined by a number of attractive local landscapes that have been designated as local landscape policy areas. In particular two settlement nodes have been identified in order to protect the setting of Hilltown Lodge and the river corridor.

The Housing Needs Assessment has identified a social housing need of 8 dwellings for Hilltown. The following site has been identified in whole or in part to meet this social housing need.

Housing Zonings
The following sites, including committed sites, are zoned for housing. Policy for the control of development on zoned sites is contained in Policy SMT 2 in Volume 1 of the Plan. Zoned land will be developed in accordance with all prevailing regional planning policy and with any relevant Plan Policies and Proposals including, where specified, key site requirements.
The plan does not stipulate key site requirements for committed sites because future development will be subject to the conditions attached to planning permission. However, in the event that such permission may lapse Planning Service may alter existing conditions or attach new conditions to any subsequent approval to take account of prevailing regional planning policy and the Plan Proposals.
