Hilltown is located on the foothills of the Mourne Mountains 15 kilometres from Newry. It is situated at the intersection of the B8 Newry to Newcastle protected route with the B25 Rathfriland to Rostrevor road.
The village sits on a drumlin, elevated above the plain of the rivers Bann and Leitrim, which flow through its eastern portion. The whole of the settlement lies within the Mourne Area of Outstanding Natural Beauty (AONB).
Hilltown owes its origins to the Marquis of Downshire who in the 18th century built St. Johns Church of Ireland at the crossroads around which the historic core of the village developed. The village has experienced fairly rapid development in recent years with residential development spreading out along Newry Road, Main Street and Rostrevor Road. The cluster of development to the east of the river which comprises St. Johns RC Church, St. Patrick’s primary school and a number of dwellings along Kilkeel Road, remains visually separate from the main village.
There is a good range of services available within the village. This includes both retail and commercial facilities, such as supermarkets, public houses, a post office, a chemist and a livestock market. There is also a good range of community facilities such as a primary school, churches, a community centre and a social club.
Designation HN 01 Settlement Development Limit  
A settlement development limit is designated as identified on Map No. 3/14 – Hilltown.
The settlement development limit is designated to take account of land with extant planning permission for housing and sites that have not yet been approved but are at a stage in the planning application process where there is a reasonable expectation that planning approval will be granted. The settlement development limit also takes account of the role of the settlement whilst protecting its natural setting.
The designation of a settlement development limit around Hilltown enables the rationalisation and consolidation of existing development while aiding the reduction of urban expansion into the surrounding rural area and avoiding/reducing ribbon development along the main arterial routes into the village. This limit is also determined by a number of attractive local landscapes that have been designated as local landscape policy areas. In particular two settlement nodes have been identified in order to protect the setting of Hilltown Lodge and the river corridor.

Social Housing

The Housing Needs Assessment has identified a social housing need of 8 dwellings for Hilltown. The following site has been identified in whole or in part to meet this social housing need.

Housing Zonings

The following sites, including committed sites, are zoned for housing. Policy for the control of development on zoned sites is contained in Policy SMT 2 in Volume 1 of the Plan. Zoned land will be developed in accordance with all prevailing regional planning policy and with any relevant Plan Policies and Proposals including, where specified, key site requirements.
The plan does not stipulate key site requirements for committed sites because future development will be subject to the conditions attached to planning permission. However, in the event that such permission may lapse Planning Service may alter existing conditions or attach new conditions to any subsequent approval to take account of prevailing regional planning policy and the Plan Proposals.
Zoning HN 02 Housing (Committed) North of Carquillan
0.68 hectares of land to the north of Carquillan are zoned for housing as identified on Map No. 3/14 – Hilltown.
12 dwellings have been approved north of Carquillan.
Zoning HN 03 Housing (Committed) South of Glenveagh
1.4 hectares of land to the south of Glenveagh are zoned for housing as identified on Map No. 3/14 – Hilltown.
Development of this area, south of Glenveagh is ongoing.
Zoning HN 04 Housing (Committed) South of Castlewellan Road
1.15 hectares of land south of Castlewellan Road are zoned for housing as identified on Map No. 3/14 - Hilltown..
Outline planning permission has been granted for a housing development on this site.
Zoning HN 05 Housing (Committed) South of Slievenagarragh
1.17 hectares of land to the south of the Slievenagarragh development off Yellow Road are zoned for housing as identified on Map No. 3/14 - Hilltown.
The development of this last phase of the Slievenagarragh development is ongoing.
Zoning HN 06 Housing (Committed) West of O’Hagans Terrace
1.81 hectares of land to the west of O’Hagans Terrace, Rostrevor Road are zoned for housing as identified on Map No. 3/14 - Hilltown.
Outline planning permission has been granted for housing development on part of this site. A further planning application has been submitted covering the whole of this zoning.
Zoning HN 07 Housing (Committed) Rear of Fegans Gardens/Kennedy Drive
0.37 hectares of land to the rear of Fegans Gardens and Kennedy Drive are zoned for housing as identified on Map No. 3/14 – Hilltown.
A planning application has been submitted for 10 dwellings on this site. Planning permission had previously been granted for 5 dwellings.
Zoning HN 08 Housing North of Castlewellan Road
0.56 hectares of land north of Castlewellan Road are zoned for housing as identified on Map No. 3/14 - Hilltown.
An outline planning application has been submitted for housing development on this site.
Zoning HN 09 Housing Rathfriland Road
0.67 hectares of land to the west of Rathfriland Road are zoned for housing as identified on Map No. 3/14 – Hilltown.
Key Site Requirements:
  • Housing development shall be a minimum gross density of 20 dwellings per hectare;
  • The development layout shall ensure that dwellings do not back onto Rathfriland Road;
  • Access to this site shall be from Rathfriland Road;
  • It will be necessary that land outside the site is made available in order to meet access and sightline requirements.
Zoning HN 10 Housing West of Glenveagh
1.23 hectares of land to the west of Glenveagh are zoned for housing as identified on Map No. 3/14 - Hilltown
Key Site Requirements:
  • Housing development shall be a minimum gross density of 25 dwellings and a maximum gross density of 30 dwellings per hectare;
  • Access to this site shall be through Glenveagh;
  • It will be necessary that land outside the site is made available in order to meet access and sightline requirements.
Zoning HN 11 Housing Yellow Road
1.02 hectares of land to the south of Newry Road and to the east of Yellow Road are zoned for housing as identified on Map No. 3/14 - Hilltown
Key Site Requirements:
  • Housing development shall be a minimum gross density of 20 dwellings perhectare and a maximum gross density of 25 dwellings per hectare;
  • The development layout shall ensure that dwellings do not back onto Yellow Road;
  • Access to this site shall be from Yellow Road. Junction improvements will be required in connection with the development of this site;
  • It will be necessary that land outside the site is made available in order to meet access and sightline requirements.
Zoning HN 12 Housing Ardmore Drive
0.22 hectares of land on Ardmore Drive are zoned for housing as identified on Map No. 3/14 - Hilltown
Key Site Requirements:
  • A minimum of 8 dwellings of social housing shall be provided;
  • Housing development shall be a minimum gross density of 25 dwellings per hectare and a maximum gross density of 35 dwellings per hectare;
  • Access to this site shall be from Yellow Road. Junction improvements will be required in connection with the development of this site.
