Ballyholland is located approximately 2 kilometres east of Newry City. It is set in an upland undulating landscape. The Newry Greenbelt surrounds the village.
Most development has occurred along the Ballyholland Road and the Bettys Hill Road. Some minor development has also taken place along Temple Hill Road.
Ballyholland relies on Newry for most of its services but does have a newsagents/grocery store. It also has community facilities including a Ballyholland Harps GFC complex, a temporary community building with an adjoining playing field.
Designation BH 01 Settlement Development Limit  
A settlement development limit is designated as identified on Map No. 3/02b – Newry City South, Ballyholland.
The settlement development limit is designated to take account of land with extant planning permission for housing and sites that have not yet been approved but are at a stage in the planning application process where there is a reasonable expectation that planning approval will be granted. This limit also takes account of the role of the settlement whilst protecting its natural setting and retaining and protecting its compact form. Provision is made within the limit for further development while preventing ribbon development and encroachment into the surrounding countryside. This is particularly important on the Templehill and Ballyholland Roads to prevent coalescence with Newry.

Social Housing

The Housing Needs Assessment has identified a social housing need of 6 dwellings. The following site has been identified in whole or in part to meet this social housing need in Ballyholland.

Housing Zonings

The following sites, including committed sites, are zoned for housing. Policy for the control of development on zoned sites is contained in Policy SMT 2 in Volume 1 of the Plan. Zoned land will be developed in accordance with all prevailing regional planning policy and with any relevant Plan Policies and Proposals including, where specified, key site requirements.
The plan does not stipulate key site requirements for committed sites because future development will be subject to the conditions attached to planning permission. However, in the event that such permission may lapse Planning Service may alter existing conditions or attach new conditions to any subsequent approval to take account of prevailing regional planning policy and the Plan Proposals.
Zoning BH 02 Housing (Committed) Ballyholland Road North
0.68 hectares of land to the rear of 2-5 Ballyholland Road are zoned for housing as identified on Map No. 3/02b – Newry City South, Ballyholland.
Full planning permission has been granted for 16 dwellings on this site.
Zoning BH 03 Housing Ballyholland Road South
1.19 hectares of land to the south of Ballyholland Road are zoned for housing as identified on Map No. 3/02b - Newry City South, Ballyholland.
Key Site Requirements:
  • Housing development shall be a minimum gross density of 25 dwellings per hectare and a maximum gross density of 30 dwellings per hectare;
  • The development layout shall ensure that dwellings do not back onto Ballyholland Road, Bettys Hill Road or Harmony Heights.
An application for full planning permission has been submitted for housing development on this site.
Zoning BH 04 Housing Billys Road
0.61 hectares of land to the north of Billys Road are zoned for housing as identified on Map No. 3/02b - Ballyholland.
Key Site Requirements:
  • A minimum of 6 dwellings shall be provided for social housing;
  • Housing development shall be a minimum gross density of 25 dwellings per hectare and a maximum gross density of 30 dwellings per hectare;
  • The development layout shall ensure that dwellings do not back onto Bettys Hill Road or Billys Road;
  • Access to this site could be gained via Billys Road;
  • It will be necessary that land outside this site is made available in order to meet access and sight line requirements
