Attical is situated in the foothills of the Mourne Mountains, 6 kilometres north west of Kilkeel. It is an upland settlement set in very attractive, scenic and gently sloping open landscape. It is surrounded to the north by the slopes of the high peaks of Slieve Muck and Eagle Mountain and to the south Aughrim Hill and Knockchree. The Yellow Water River runs from north to south to the west of the village. The land surrounding this village is designated as part of the Mourne AONB. The Northern Ireland Landscape Character Assessment Report (ERM Report) in its landscape analysis highlights the prominent ridges of the Mourne Mountains to the north, west and south, stating that these features should be taken into account when reviewing the shape and form of the settlement.
Attical has grown slowly over the years around the meeting point of five roads and Holy Cross Church. There are several areas of public sector housing but recent housing development has taken the form of ribboning along the approach roads, particularly Attical Road and Tullyframe Road. The Moy Fab engineering factory on the Attical Bog Road is a source of employment for the area.
As a small village it serves as a local centre for its rural hinterland providing community facilities including a primary school, a church, petrol station/ supermarket, and a community/tourist centre and playing fields.
Designation AL 01 Settlement Development limit
A settlement development limit is designated as identified on Map No. 3/08 – Attical.
The settlement development limit has been designated to take account of land with extant planning permission for housing and sites that have not yet been approved but are at a stage in the planning application process where there is reasonable expectation that approval will be granted. The settlement development limit has been drawn to take account of the role of the settlement, accommodating sites for new development while protecting the extremely attractive natural surroundings. It aims to consolidate the village and prevent ribbon development.

Housing

Social Housing

The Housing Needs Assessment has identified a social housing need of 1 dwellings for Attical. It is envisaged that this will be met through the development control process.
Details of the social housing allocation and associated methodology are contained in the Population and Housing Technical Supplement.

Housing Zoning

The following sites are zoned for housing. Policy for the control of development on zoned sites is contained in Policy SMT 2 in Volume 1 of the Plan. Zoned land will be developed in accordance with all prevailing regional planning policy and with any relevant Plan Policies and Proposals including, where specified, key site requirements.
Zoning AL 02 Housing Bog Road/Livins Road
0.45 hectares of land at the junction of Bog Road and Livins Road are zoned for housing as identified on Map No. 3/08 – Attical.
An application for full planning permission has been submitted for housing development on this site.
Zoning AL 03 Housing North of Tullyframe Road
1.46 hectares of land to the north of Tullyframe Road are zoned for housing as identified on Map No. 3/08 – Attical.
Key Site Requirements:
  • Housing development shall be a minimum gross density of 20 dwellings per hectare and a maximum gross density of 25 dwellings per hectare;
  • Particular attention should be paid to dwelling design, site layout and landscaping and use of materials. These should reflect the character of the vernacular architecture of the local area. The use of dry stone walls and hedgerows on all sides of the site should be integrated into the proposed development. These features should be replicated throughout the design of the site;
  • Access shall be via the existing development road at Tullyframe Road;
  • It will be necessary that land outside this site is made available in order to meet access and sight line requirements and provide footways.
An application for full planning permission has been submitted for housing development on part of this site.
Zoning AL 04 Housing South of Tullyframe Road
0.65 hectares of land to the south of Tullyframe Road between St. Patrick’s Terrace and Tievedoo Park are zoned for housing as identified on Map No. 3/08 - Attical.
Key Site Requirements:
  • Housing development shall be a minimum gross density of 20 dwellings per hectare and a maximum gross density of 25 dwellings per hectare;
  • Particular attention should be paid to dwelling design, site layout and landscaping and use of materials. These should reflect the character of the vernacular architecture of the local area. The use of dry stone walls and hedgerows on all sides of the site should be integrated into the proposed development. These features should be replicated throughout the design of the site;
  • Access shall be from Tullyframe Road. Tullyframe Road shall be widened and a footway provided towards the junction with Attical Road;
  • It will be necessary that land outside this site is made available in order to meet access and sight line requirements.

Environment and Conservation

Area of Archaeological Potential (AAP)

An AAP is defined in Attical as indicated on Map No. 3/08 - Attical. Policy for the protection of archaeological remains is contained in PPS 6 - Planning, Archaeology and the Built Heritage.

Area of Outstanding Natural Beauty (AONB)

Attical is located within the Mournes AONB as identified on Map No 3/08 - Attical. The AONB was designated in 1986 under the Nature Conservation and Amenity Lands Order (Northern Ireland) 1985 in recognition of its exceptional scenic quality.

Local Landscape Policy Area (LLPA)

The following area is designated as a LLPA. Policy for the control of development within LLPAs is contained in Policy CVN 4 in Volume 1 of the Plan.
Zoning AL 05 Local Landscape Policy Area Attical
A LLPA is designated as identified on Map No. 3/08 – Attical.
Those features and areas that contribute to the environmental quality, integrity or character of these areas are listed as the following:
  • Holy Cross Church (listed) provides a locally significant building and setting within the village;
  • The church and its setting dominate the views of the village from along Attical Road, Tullyframe Road, Aughrim Road and Attical Bog Road. The church provides a very attractive focal point within the village with the mountains as a backdrop;
  • The open ground to the side and opposite the church provides the space to have an unhindered view of the church from the various approach roads. The open space also provides a distinctive characteristic at the centre of the village opposite the church.
