Designation NE 01 Settlement Development Limit
A settlement development limit is designated as identified on Map No. 3/02b – Newry City South, Newtowncloghoge.

The settlement development limit is designated to take account of land with extant planning permission for housing and sites that have not yet been approved but are at a stage in the planning application process where there is a reasonable expectation that planning approval will be granted. The settlement development limit also takes account of the role of the settlement whilst protecting its natural setting.
The settlement development limit acts to consolidate the compact form of this settlement centred on Newtown Road, whilst preventing ribbon development and encroachment to the west of Forkhill Road. It also protects Newtowncloghoge's separate identity by preventing coalescence with Newry to the north.

Social Housing

The Housing Needs Assessment has identified a social housing need of 43 dwellings in Newtowncloghoge. The following sites have been identified in whole or in part to meet this social housing need.

Housing Zoning

The following sites are zoned for housing. Policy for the control of development on zoned sites is contained in Policy SMT 2 in Volume 1 of the Plan. Zoned land will be developed in accordance with all prevailing regional planning policy and with any relevant Plan Policies and Proposals including, where specified, key site requirements.
Zoning NE 02 Housing (Committed) Carn View
0.29 hectares of land at Carn View are zoned for housing as identified on Map No. 3/02b – Newry City South, Newtowncloghoge.
An application for 6 social dwellings has been approved on this site.
Zoning NE 03 Housing West of Forkhill Road
1.07 hectares of land, to the east Forkhill Road are zoned for housing as identified on Map No. 3/02b – Newry City South, Newtowncloghoge.
Key Site Requirements:
  • A minimum of 15 dwellings shall be provided for social housing;
  • Housing development shall be a minimum gross density of 15 dwellings per hectare and a maximum gross density of 25 dwellings per hectare;
  • The road shall be widened along the entire frontage of the site;
  • The footpath shall be widened to 2 metres and linked to the existing footpath.
Zoning NE 04 Housing Park View
0.89 hectares of land, to the east of Nos. 52 – 61 Parkview are zoned for housing as identified on Map No. 3/02b – Newry South, Newtowncloghoge.
Key Site Requirements:
  • A minimum of 22 dwellings shall be provided for social housing;
  • Housing development shall be a minimum gross density of 15 dwellings per hectare and a maximum gross density of 25 dwellings per hectare;
  • The junction of Park View/Forkhill Road shall be improved to agreed standards; Footpath linkages to existing infrastructure shall be required.

Area of Outstanding Natural Beauty (AONB)

Newtowncloghoge is located within the Ring of Gullion AONB as identified on Map No. 3/02b – Newry City South, Newtowncloghoge. The AONB was designated in 1991 under the Nature Conservation and Amenity Lands Order (Northern Ireland) 1985 in recognition of its exceptional scenic quality.

Local Landscape Policy Area (LLPA)

The following area is designated as LLPAs. Policy for the control of development within LLPAs is contained in Policy CVN 4 in Volume 1 of the Plan.
