The settlement development limit is designated to take account of land with extant planning permission for housing and sites that have not yet been approved, but are at a stage in the planning application process where there is a reasonable expectation that planning approval will be granted. The settlement development limit also takes account of the role of the settlement whilst protecting its natural setting.
There are two nodes identified for Killowen/Ballyedmond. The settlement development limit has been drawn in order to protect areas of locally significant land in Killowen and Ballyedmond, whilst maintaining the compact form and nature of these coastal settlements. This limit has been designated to avoid coalescence with other settlements, as well as taking into consideration the location of the settlement, within the Mourne Area of Outstanding Natural Beauty (AONB).
