The Plan makes provision for 368 dwellings over the plan period. This will include dwellings built since 31 December 1998, the yield arising from existing commitments and the estimated yield delivered by the housing zonings and windfall. Further details are contained in the Population and Housing Technical Supplement. A total of approximately 9 hectares of land is zoned for housing under Allocation HSG 1 in Volume 1 of the Plan. Housing Zonings are identified on Map No. 2/05a - Rathfriland.
Sites have been selected to allow for the efficient use of land within the urban footprint, to provide choice in the housing market and to include existing commitments on sites where development has occurred since the beginning of the plan period. Other factors influencing site selection include accessibility to the town centre and to public transport and the aim to minimise detrimental impact on the environment.

Social Housing

The Housing Needs Assessment has identified a social housing need of 21 dwellings for Rathfriland. Zoned housing site RD 09 has been identified to meet this social housing need in Rathfriland.

Housing Zonings

The following sites, including committed sites, are zoned for housing. Policy for the control of development on zoned sites is contained in Policy SMT 2 in Volume 1 of the Plan. Zoned land will be developed in accordance with all prevailing regional planning policy and with any relevant Plan Policies and Proposals, including where specified, key site requirements.
The plan does not stipulate key site requirements for committed sites because future development will be subject to the conditions attached to the planning permission. However, in the event that such permission may lapse, Planning Service may alter existing conditions or attach new conditions to any subsequent approval to take account of prevailing regional planning policy and the Plan proposals.
Zoning RD 02 Housing (Committed) Ashleigh Meadows
1.03 hectares of land at Ashleigh Meadows are zoned for housing as identified on Map No. 2/05a - Rathfriland.
This site is part of a larger partially completed development. It comprises that part of the development that remained undeveloped at the plan base date. The site has full planning permission for 30 dwellings.

Zoning RD 04 Housing (Committed) Rossconnor Terrace
0.49 hectares of land adjacent to Rossconnor Terraces are zoned for housing as identified on Map No. 2/05a - Rathfriland.
This site has full planning permission for 14 dwellings.
Zoning RD 05 Housing (Committed) John Street/Drumlough Road
1.76 hectares of land off John Street are zoned for housing as identified on Map No. 2/05a - Rathfriland.

Zoning RD 06 Housing (Part Committed) Bearnagh View (West)
0.74 hectares of land off Bearnagh View are zoned for housing as identified on Map No. 2/05a - Rathfriland.
This site is part of a larger partially completed development. It comprises that part of the development that remained undeveloped at the Plan base date. Part of the site has full planning permission for 15 dwellings. An application for full planning permission has been submitted for housing development on the remainder of the site.

0.49 hectares of land off Bearnagh View are zoned for housing as identified on Map No. 2/05a - Rathfriland.
This site has full planning permission for 12 dwellings.
Zoning RD 08 Housing (Part Committed) Carnvalley
2.55 hectares of land off Carnvalley are zoned for housing as identified on Map No. 2/05a - Rathfriland.
This site is part of a larger partially completed development. It comprises that part of the development that remained undeveloped at the Plan base date. Part of the site has full planning permission for 26 dwellings. An application for full planning permission has been submitted for further housing development on additional parts of the site. Housing development would be acceptable on the remainder of the site.
Zoning RD 09 Housing John Street (to the east of Sleepy Valley)
1.68 hectares of land off John Street are zoned for housing as identified on Map No. 2/05a - Rathfriland.
Key Site Requirements:
  • A minimum of 21 dwellings shall be provided for social housing;
  • Housing development shall be between a minimum gross density of 20 dwellings per hectare and a maximum gross density of 30 dwellings per hectare;
  • The design and materials used in any proposed development shall reflect the vernacular architecture of the urban dwellings of the settlement;
  • The existing mature vegetation on the site shall be integrated into the proposed development and will help screen and break up the impact of housing on the side of the hill;
  • Access to and from the site may be via the private lane onto John Street or alternatively across the private lane into zoned site RD 05. Improvements and widening of the private lane will be required if access is onto it.
