The Plan zones approximately 114 hectares of land for housing in Ballyclare within the Plan period. Further details regarding housing are contained in Volume 1 and in the Population and Housing Technical Supplement.
Sites have been selected to allow for the efficient use of land within the urban footprint, to provide choice in the housing market and to include existing commitments. The percentage figure for development within the urban footprint of Ballyclare is 33%. Other factors influencing site selection include accessibility to the Town Centre, access to public transport and the aim to minimise detrimental impact on the environment.
Land zoned for housing shall be developed in accordance with prevailing regional planning policy and the Plan Proposals including Key Site Requirements which may include access/infrastructure requirements, public open space provision, protection or enhancement of nature conservation interests, landscaping, provision for walking/cycling, local neighbourhood facilities and other site specific requirements.
In the case of the larger sites the submission of a concept master plan is a Key Site Requirement in the interests of securing a well designed development of high quality in line with the requirements of Planning Policy Statement 7 Quality Residential Environments.

The following sites BE 02 - BE 05 are zoned for housing as identified on Map No. 3a – Ballyclare.
Committed housing sites (Built) (BE 02/01-BE 02/07) include sites with planning permission for housing which have been built in full or in part since 1st January 1999 and have a potential yield of 10 or more dwellings. Details of all sites, including those with a potential yield of less than 10 dwellings are contained in the Population and Housing Technical Supplement.

BE 02/04 3.13 Hectares at lands to the rear of “Russell Manor”
23 dwellings were built on this site at 31st March 2003 with potential for a further 25.
BE 02/05 4.24 Hectares at Doagh Road
121 dwellings were built on this site at 31st March 2003.
BE 02/06 7.56 Hectares at Lands to NW of Victoria Road
92 dwellings were built on this site at 31st March 2003, with potential for a further 130 units.
BE 02/07 10.66 Hectares at “Henryville”, Ballynure Road
190 dwellings were built on this site at 31st March 2003, with potential for a further 24 units.
Committed housing sites (BE 03/01- BE 03/04) include sites with extant planning permission for housing and which have a potential yield of 10 or more dwellings.Details of all sites including those, which have permission for less than 10 dwellings are contained in the Population and Housing Technical Supplement. The Plan stipulates Key Site Requirements for those sites over 0.5 hectares, which will apply if current approvals lapse or where a further planning application is submitted. Development of sites under 0.5 hectares will be subject to regional planning policy

Outline planning permission was granted for 45 apartments on this site in January 2000.
BE 03/02 0.21 hectares at Doagh Road
Full planning permission was granted for 10 apartments on this site in April 2001.
Zoning BE 03/03 Housing Lands at 44 Ballynure Road
1.14 hectares of land are zoned for housing at Ballynure Road as identified on Map No. 3a – Ballyclare.
Key Site Requirements:-
  • Housing development shall be a minimum gross density of 25 dwellings per hectare;
  • Access shall be from Ballynure Road. Detailed consultation with Roads Service, DRD shall be required to identify any necessary improvements to the road network/public transport/transportation measures in the area, to facilitate development of the site. A Transport Assessment (TA) may be required to identify such improvements;
  • All existing trees, shrubs and hedgerows within the site and on the boundaries shall be retained unless the Department determines that such vegetation is not of a quality to merit retention or is required to be removed to facilitate a safe means of access to the site; and
  • A 3 metres wide landscape buffer of trees and hedges of native species shall be provided along the northwestern and northeastern boundaries of the site adjacent to the industrial sites. This shall provide screening for the development and help improve the environmental quality of the area.
A surface water sewer is not available to serve this site.
This site has planning approval for 29 dwellings.
Zoning BE 03/04 Housing Lands to the east of Ballyeaston Road
4.06 hectares of land are zoned for housing at Ballyeaston Road as identified on Map No. 3a - Ballyclare.  
Key Site Requirements:-
  • Housing development shall be a minimum gross density of 11 dwellings per hectare and a maximum gross density of 25 dwellings per hectare;
  • Access arrangements shall be agreed with Roads Service. Detailed consultation with Roads Service, DRD shall be required to identify any necessary improvements to the road network/public transport/transportation measures in the area, to facilitate development of the site. A Transport Assessment (TA) may be required to identify such improvements;
  • Housing layout shall be designed to ensure dwellings front onto Ballyeaston Road;
  • All existing trees, shrubs and hedgerows within the site and on the boundaries shall be retained unless the Department determines that such vegetation is not of a quality to merit retention or is required to be removed to facilitate a safe means of access to the site; and
  • An archaeological survey of the site shall be carried out and submitted to the Department to inform proposals for development of the site.
The site contains sections of Craig Hill Quarry SLNCI (Ref. BE 16/01) and Craig Hill Quarry Geodiversity SLNCI (Ref. BE 16/02). Detailed consultation with Natural Heritage, Environment and Heritage Service, DOE will be required.

This site has planning approval for 56 dwellings.
This site is the subject of a planning application for 59 dwellings.
Committed housing sites (BE 04/01-BE 04/04) include sites that were the subject of current planning applications at 31st March 2003, which were sufficiently advanced to be considered as commitments and which have a potential yield of 10 or more dwellings. Details of all sites including those with a potential yield of less than 10 dwellings are contained in the Population and Housing Technical Supplement. The Plan stipulates Key Site Requirements for those sites over 0.5 hectares.
Where planning permission has been granted, development will be subject to any conditions attached to the permission. In the event that such permission lapses or a further application for planning permission is submitted, development will be in accordance with the Key Site Requirements where stipulated.
