Ballyclare is well located in relation to key transport corridors and has a concentration of existing facilities and infrastructure, which provides a basis for expansion of economic activity. It is proposed to further develop Ballyclare as a location for employment. The Plan zones some 5.4 hectares of additional land for Employment/ Industry within the Settlement Development Limit and 40 hectares of Existing Employment/Industrial land, of which 13 hectares has remaining capacity for development.
Lands zoned for Employment/Industry and Existing Employment/Industry are identified on Map No. 3a - Ballyclare.

Employment/Industrial Zoning

The following site BE 06 is zoned for Employment/Industry as identified on Map No. 3a - Ballyclare.
Zoning BE 06 Employment/Industry Lands South-West of Hillhead Road, Ballyclare
5.44 hectares of land are zoned for Employment/Industry as identified on Map No. 3a - Ballyclare.
Key Site Requirements: -
  • Development shall only include light industrial uses as specified in Use Class 4 of the Planning (Use Classes) Order (Northern Ireland) 1989 as amended; general industrial as specified in Use Class 5 of the same Order; and storage or distribution as specified in Use Class 11 of the same Order. Special Industrial as specified in Use Classes 6-10 of the same Order may be acceptable, to be determined by the Department;
  • Development of the site shall only be permitted in accordance with an overall comprehensive masterplan for the site to be agreed with the Department. This shall outline the design concept, objectives and priorities for the site;
  • Access shall be from the existing access on the Hillhead Road with right turn facilities to be provided to be agreed with Roads Service DRD. No access shall be permitted from the A57 Templepatrick Road;
  • A Transport Assessment (TA), agreed with Roads Service DRD, shall be required to identify any necessary improvements to the road network/public transport/transportation facilities in the area;
  • Buildings shall exhibit variety in their elevational treatment and heights;
  • An archaeological evaluation shall be required which shall have particular regard for the identification and mitigation (with provision for excavation recording and/or preservation in situ) of buried archaeological remains which may presently survive at this site;
  • A comprehensive landscaping scheme for the proposed development shall be submitted with any planning application for development and agreed with the Department. This shall include all of the following:-
    • The southern and western boundaries of the site shall be retained (unless otherwise determined by the Department) and landscaped with a 5-10 metre belt of trees and planting of native species to provide screening for the development and help integrate it into the ountryside;
    • Buffer planting 5-10 metre in depth of indigenous species shall be provided along the northern boundary separating the site from the adjacent A57 Templepatrick Road to reduce the visual impact of the development; and
  • Positive long term landscape management proposals shall be required to protect and maintain the landscaping and features of natural heritage. An Article 40 Agreement may be required to ensure delivery of this in accordance with the Department’s requirements.
Detailed consultation with Water Service DRD will be required regarding any Water Service infrastructure requirements.

Existing Employment/Industrial Land

The following sites BE 07 – BE 13 are zoned as Existing Employment/Industry as identified on Map No. 3a - Ballyclare.
Zoning BE 07 Employment/Industry Lands North-East of Hillhead Road, Ballyclare
12.12 hectares of land are zoned for Existing Employment/Industry as identified on Map No. 3a - Ballyclare.
Key Site Requirements: -
  • Development shall only include light industrial uses as specified in Use Class 4 of the Planning (Use Classes) Order (Northern Ireland) 1989 as amended; general industrial as specified in Use Class 5 of the same Order; and storage or distribution as specified in Use Class 11 of the same Order.
