The Belfast Urban Area Plan 2001covers the Urban Areas within Belfast City Council, Castlereagh Borough Council, Lisburn Borough Council, Newtownabbey Borough Council and the area of North Down Borough Council contained within the innner edge of the Belfast Urban Area Green Belt.

The following built up areas of the Belfast conurbation are included in the Belfast Urban Area (BUA) Plan:

  • Castlereagh Borough Council,
  • Lisburn Borough Council,
  • Newtownabbey Borough Council and
  • North Down Borough Council contained within the inner edge of the BUA Green Bel

Whilst this plan remains a statutory instrument for its particular plan area, a new development plan covering this area has been prepared, which is the Belfast Metropolitan Area Plan 2015, published in draft form in November 2004.
