Plan Strategy & Policy Framework: The Issues
The Issues Paper for HMOs in Belfast City Council area, published in August 2005, raised seven main issues relating to HMOs.
- Housing Need and HMOs;
- Spatial Policy;
- Balanced Communities;
- Area Amenity;
- Physical Infrastructure;
- Anti-Social Behaviour; and
- Area Management.
Generally the response to the Issues Paper acknowledged that these were the principal issues that should be considered during preparation of the Subject Plan.
