Down District: Ballykinler

Ballykinler is a small village located 12 kilometres south west of Downpatrick and 50 kilometres south of Belfast. It is a linear settlement running parallel to the coast and bordered by an army camp to the west and south west.
Ballykinler is a residential village with a low level of community facilities and a restricted bus service.
The village is within the Lecale Coast Area of Outstanding Natural Beauty. The surrounding landscape consists of low drumlins and marshes.
Proposal BKR 01 Settlement Limit
A Settlement Limit is designated in accordance with Policy SETT 1 in Volume 1 of the Plan and as indicated on Map No. 3/007, Ballykinler Settlement Map.
There is potential for additional housing within the designated Settlement Limit to cater for local need.
Proposal BKR 02 Housing Policy Area
The following Housing Policy Area is designated in accordance with Policy SETT 2 in Volume 1 of the Plan and as indicated on Map No. 3/007, Ballykinler Settlement Map. Development of the lands below will be subject to the following Key Design Considerations:
HPA 1 Lands south of Commons Road and Sand Lane
  • housing development to be a minimum gross site density of 20 dwellings per hectare;
  • provision of a satisfactory means of access onto Ringsallin Gardens;
  • access to No. 1 Sand Lane to be permanently closed and properly stopped up;
  • access arrangements and dwelling layout to ensure that houses front onto proposed internal access roads;
  • the southern boundary of the site adjacent to the army camp to be the landscaped with an 8-10 metre belt of trees of native species to provide screening for the development and help integrate it into the surrounding countryside; and
  • a landscaping belt using native species shall be provided along all remaining boundaries of the site, with appropriate indigenous planting within the proposed development to break up the housing mass and reduce the visual impact of the development.
Planning applications within the Housing Policy Area will also be processed in accordance with the requirements of all prevailing planning policy.

The following areas of existing amenity open space and recreation use are designated in accordance with Planning Policy Statement 8 (PPS 8): Open Space, Sport and Outdoor Recreation and as indicated on Map No. 3/007, Ballykinler Settlement Map.

The following area of proposed amenity open space and recreation use is designated in accordance with Planning Policy Statement 8 (PPS 8): Open Space, Sport and Outdoor Recreation and as indicated on Map No. 3/007, Ballykinler Settlement Map.

Marian Park: Playing Fields
The Council is committed to the development of community facilities to include a community centre, playground and relocated sports pitch and floodlighting on the existing and proposed areas of open space at Marian Park.
