Phase 1 Housing

Proposal DK 02 24.65 Hectares at The Meadows, Strangford Road
The proper development of these lands is dependent upon the upgrading of the junction of the A22 Old Belfast Road and the A25 Strangford Road and of the roundabout on the A7 Belfast Road at the junction with New Bridge Street.
Key Design Considerations:
  • housing development to be a minimum gross site density of 15 dwellings per hectare;
  • site to be accessed onto Strangford Road via the existing Meadows development and a right turning lane to be provided;
  • access arrangements and dwelling layout to be designed to ensure houses front onto existing and proposed access and public roads;
  • phasing of housing development in relation to infrastructural works. the foul sewer requires to be upgraded and pumping will be required from the site to the foul sewer;
  • retention of the area of pondage in the north eastern portion of the site, (as indicated on Downpatrick Settlement Map No. 3/002a), as an integral part of the design and layout of the development. Development in this area will require detailed consideration with regard to infilling, internal drainage and finished floor levels;
  • retention of the second area of pondage immediately upstream of Strangford Road as an integral part of the design and layout of the development. The tidal influence of the Quoile River is the dominant factor on flood levels in this area. Development levels should reflect the tidal levels which should be determined by the developer and submitted for appraisal;
  • single storey housing development on the western part of the site closest to Malone Heights, sited and designed so as not to break the skyline and to preserve views of the Cathedral tower from the Meadows;
  • retention of the public right of way (known as Harry’s Loney) through the site, retention of the existing mature vegetation along its boundaries, and the provision of pedestrian access from the housing development on both sides onto this public laneway;
  • provision of footpath and cycle links with Malone Heights and Rathkeltair Road;
  • retention and enhancement of the existing mature trees and vegetation beyond the site behind St Brigid’s Primary School and Church to provide a backcloth for the proposed development. The positioning and level of housing in this area shall be such as not to threaten the survival of these trees and vegetation;  
  • details of positive management arrangements for proposed areas of open space and existing and proposed landscape features including the pondage and wetland areas;
  • retention of the existing hedgerow and provision of an additional planted buffer along the boundary with Rathkeltair Road and the steepest parts of the slope below; and
  • interim sewage disposal measures may be necessary until such time as the required upgrade to the Waste Water Treatment Works for Downpatrick is complete and fully operational
The road schemes, which are considered necessary for the proper development of the area, will be undertaken as resources permit. Developers of lands released for development by these road schemes may be required to contribute to their construction.
Proposal DK 03 0.87 Hectares at Saul Road
Key Design Considerations:
  • provision of a maximum of 20 dwellings on the site;
  • the housing shall be sited and designed so as to protect the amenity of the existing dwelling;
  • access arrangements and dwelling layout shall be designed to ensure that units front onto the Saul Road;
  • the existing mature vegetation along the site boundaries shall be retained, excepting vegetation required to be removed to provide a safe and convenient access to the site;
  • mitigation for the loss of such vegetation shall be provided, and shall consist of replacement planting of indigenous species to the rear of the sight lines; and
  • interim sewage disposal measures may be necessary until such time as the required upgrade to the Waste Water Treatment Works for Downpatrick is complete and fully operational.
These lands within the ‘urban fabric’ are considered to be under used and to have the potential to contribute to the target for housing growth within the existing urban area. A maximum yield is provided in accordance with DRD Roads Service requirements.
Proposal DK 04 12.63 Hectares between Ardglass Road and Sampson’s Lane
Key Design Considerations:
  • provision of a right turn facility at the entrance to the site on the Ardglass Road;
  • the most elevated sections of the site and the area adjoining Finneston House shall be kept free of built development to protect the visual amenity and setting of the town;
  • the planning application shall be accompanied by a Landscape Scheme designed to mitigate the visual effects of development and to integrate the above areas of open space into the design and layout of the development;
  • the existing hedgerows along the boundaries of the site shall be retained and enhanced by planting of similar indigenous species; and
  • interim sewage disposal measures may be necessary until such time as the required upgrade to the Waste Water Treatment Works for Downpatrick is complete and fully operational.
Proposal DK 05 0.96 Hectares at Racecourse Hill
Key Design Considerations:
  • appropriate planting shall be provided along the top and sides of the disused quarry;
  • in the interests of public safety, no fill material containing significant amounts of Polyaromatic Hydrocarbons (PAHs) or other contaminated material shall be deposited in areas that will become domestic gardens within the finished scheme layout;
  • in order to ensure that the developed site integrates into the landscape, all side slopes created by regarding existing fill material within the quarry shall be no steeper than 1 vertical to 3 horizontal; and
  • interim sewage disposal measures may be necessary until such time as the  required upgrade to  the Waste Water  Treatment Works for Downpatrick is complete and fully operational.
