HPA 3 Land to the north of the Community Centre and Brandon Park
  • housing development to be a minimum gross site density of 20 dwellings per hectare;
  • an access to be provided from Main Road, through the “Tides” residential development;
  • provision of a right turning lane on Main Road;
  • access arrangements and dwelling layout to ensure that dwellings front onto proposed internal access roads;
  • the eastern and northern boundaries of the site to be defined with tree and shrub planting of indigenous species;
  • housing layout designed to relate to existing and proposed areas of open space, including the provision of pedestrian access; and
  • interim sewage disposal measures may be necessary until such time as the required upgrade to the Waste Water Treatment Works for Portavogie is complete  and fully operational.
HPA 4 Land to the rear of 35 Main Road
  • housing development to be a minimum gross site density of 20 dwellings per hectare;
  • the boundaries of the site to be defined with tree and shrub planting using indigenous species to provide a suitable measure of enclosure;
  • access arrangements and dwelling layout to ensure that dwellings front onto proposed internal access roads.; and
  • interim sewage disposal measures may be necessary until such time as the required upgrade to the Waste Water Treatment Works for Portavogie is complete and fully operational.
HPA 5 Land to the north of Lawson Gardens and east of Portview Heights
  • housing development to be a minimum gross site density of 20 dwellings per hectare;
  • access arrangements and site layout to be designed to the satisfaction of DRD Roads Service;
  • dwelling layout to ensure that dwellings front onto proposed internal access roads;
  • design of buildings and layout of site to ensure no overlooking or otherwise adversely affect the residential amenity of adjacent residential areas; and
  • interim sewage disposal measures may be necessary until such time as the required upgrade to the Waste Water Treatment Works for Portavogie is complete and fully operational
Planning applications within the Housing Policy Areas will be also be processed in accordance with the requirements of all prevailing planning policy.
Proposal PE 03 Local Landscape Policy Areas
The following Local Landscape Policy Areas are designated in accordance with Policy CON 2 in Volume 1 of the Plan and as indicated on Map No. 2/016a, Portavogie Settlement Map, Map No. 2/016b and the relevant Ards Countryside Map.
Those features or combination of features that contribute to the environmental quality, integrity or character of these areas are listed below.

LLPA 1 Area of rough grassland south of New Harbour Road

  • valuable area of local amenity importance which forms attractive vista on southern approach to Portavogie;
  • nature conservation importance – coastal strip designated as part of Outer Ards ASSI; and
  • designated to protect this area of undeveloped coast from undesirable or damaging development.

LLPA 2 Landform between Portavogie and Cloughey

  • localised hill and important physical feature with steep embankment, ridgetop fields, raised beach area and foreshore;
  • landform forms buffer separating the two villages of Portavogie and Cloughey and provides distinctive landscape setting to and a dramatic approach to both villages; and
  • attractive coastal landscape feature with small scale development along the raised beach and small local amenity picnic area along coast north of Cloughey.
Proposal PE 04 Existing Amenity, Open Space and Recreation
The following areas of existing amenity, open space and recreational use are designated in accordance with Planning Policy Statement 8 (PPS 8): Open Space, Sport and Outdoor Recreation and as indicated on Map No. 2/016a, Portavogie Settlement Map.
