Ards Borough: Portavogie

Portavogie is located on the east coast of the Ards Peninsula on the A2 Bangor to Portaferry Road, 25 kilometres from Newtownards and 0.7 kilometres to the north of Cloughey.
The village provides a number of local services, including shops, churches, a primary school, post office, chemists and a community hall. It remains one of the principle fishing ports in Northern Ireland. Fishing and fish processing are therefore the major source of employment in the village.
Portavogie has a dispersed settlement pattern and has experienced significant residential growth in recent years. The main concentration of housing located in an area bounded by Warnocks Road, Springfield Road, Harbour Road, New Harbour Road and Main Road.
Proposal PE 01 Settlement Limit
A Settlement Limit is designated in accordance with Policy SETT 1 in Volume 1 of the Plan and as indicated on Map No. 2/016a, Portavogie Settlement Map.
The designated settlement limit is intended to consolidate the village form, prevent coalescence with Cloughey and further intrusion into the open countryside.
Much of the land within this limit has either been developed or benefits from existing planning permissions for residential development. As a result there is now an over provision of committed land for housing in the context of the Regional Development Strategy, (RDS). Consequently the settlement limit has been drawn to include those lands with planning permission for development and excludes uncommitted sites.
Proposal PE 02 Housing Policy Areas
The following Housing Policy Areas are designated in accordance with SETT 2 in Volume 1 of the Plan and as indicated on Map No. 2/016a, Portavogie Settlement Map. Development of the lands below will be subject to the following Key Design Considerations:
HPA 1 Land between 113 and 115 Springfield Road
  • housing development to be a minimum gross site density of 20 dwellings per hectare;
  • the provision of a suitable access onto Springfield Road;
  • due to the proximity of the site to a declared ASSI, precautions need to be taken to ensure that its integrity is not prejudiced by construction traffic, deposited materials or contaminated run-off both during construction and thereafter;
  • provision of additional tree and shrub planting of indigenous species along the western, northern and southern boundaries of the site where they adjoin existing housing; and
  • interim sewage disposal measures may be necessary until such time as the required upgrade to the Waste Water Treatment Works for Portavogie is complete and fully operational.
HPA 2 Land at the junction of Springfield Road and Warnocks Road, north of 84 Springfield Road
  • housing development to be a minimum gross site density of 20 dwellings per hectare;
  • the provision of a suitable access onto Springfield Road;
  • access arrangements and dwelling layout to ensure that dwellings front onto Springfield Road, Warnocks Road and proposed internal access roads to ensure a strong street frontage;
  • provision of additional planting in the form of trees and shrubs of indigenous species along the southern and western boundaries; and
  • interim sewage disposal measures may be necessary until such time as the required upgrade to the Waste Water Treatment Works for Portavogie is complete and fully operational.
