Ards Borough: Killinchy

Killinchy is a small village situated on elevated lands to the western side of Strangford Lough and within the Strangford Lough Area of Outstanding Natural Beauty. It is 14 kilometres south of Newtownards, and 2 kilometres inland from Whiterock.
There is a church, an Orange Hall and a primary school within the village. A changing pavilion and community hall with associated playing field are also located on the Beechvale Road.
The western portion of the village is characterised by a reasonably dense development pattern, while the eastern half has good tree cover and larger plot sizes.
There are two archaeological sites within the village limit, the church to the north and the windmill stump to the south. They occupy the highest points and define the village limit to the north and south respectively. These buildings and their settings are important as distinctive features in the wider landscape and can be seen over long distances.
Proposal KY 01 Settlement Limit
A Settlement Limit is designated in accordance with Policy SETT 1 in Volume 1 of the Plan and as indicated on Map No. 2/012 Killinchy Settlement Map.
The designated Settlement Limit protects the natural hilltop setting of Killinchy and the setting of its defining features, namely the windmill stump and the church. The natural setting of the village also includes trees to the east of the village which act as an appropriate limit to development. It also protects the views of Strangford Lough and prevents urban sprawl and coalescence with the neighbouring villages of Balloo and Whiterock.
The designated Settlement Limit provides sufficient land within the urban form to accommodate an appropriate scale of housing development over the period of the Plan. Planning permission was granted for 19 dwellings on lands east of Main Street in January 2001 and construction is now complete.
Proposal KY 02 Local Landscape Policy Areas
The following Local Landscape Policy Areas are designated in accordance with Policy CON 2 in Volume 1 of the Plan and as indicated on Map No. 2/012, Killinchy Settlement Map and on the relevant Ards Countryside Map.
Those features or combination of features that contribute to the environmental quality, integrity or character of these areas are listed below.

LLPA 1 Fields North West of Killinchy Parish Church

the undeveloped slopes west of Church Hill are vitally important to the setting of the listed Killinchy Parish Church and are important in views from Comber Road out of Balloo.

LLPA 2 Killinchy Parish Church and surroundings

  • listed hilltop church forms prominent local landmark;
  • landscaped surroundings of church including modern bungalow and quaint vacant gatelodge on junction of Whiterock Road and Church Road with stone walls along road frontages;
  • important mature trees form backcloth to church and attractive wooded landscape within the centre of the village; and
  • archaeological interest represented by modern church on site of medieval parish church and possibly pre-Norman church.

LLPA 3 Windmill on rath and surroundings

  • archaeological and industrial heritage value – windmill, now converted to a dwelling, erected on platform which once comprised a rath is a prominent landmark within the village and over the wider countryside – also visible from Strangford Lough; and
  • undeveloped slopes of localised hill form immediate setting of windmill and allow uninterrupted views from public roads.
Proposal KY 03 Existing Amenity Open Space and Recreation
The following area of existing amenity, open space and recreation use is designated in accordance with Planning Policy Statement 8 (PPS 8): Open Space, Sport and Outdoor Recreation and as indicated on Map No. 2/012, Killinchy Settlement Map.

Beechvale Road: Playing field
1.54 hectares of land at Beechvale Road are identified as proposed recreation and open space. Planning permission was granted for a single storey changing pavilion and community hall with associated playing field on this site in 2000 and has now been completed.
