HPA 3 Land directly opposite Quarry Close, Comber Road
  • housing development to be a minimum gross site density of 20 dwellings per hectare;
  • the provision of a satisfactory standard of access onto the Saintfield Road;
  • the retention of existing boundary vegetation and the provision of additional well-designed landscape planting using indigenous species along the outer boundaries to ensure a well defined edge to development and that buildings integrate with the open countryside and adjacent Local Landscape Policy Area;
  • low lying lands liable to flooding to be kept free from development; and
  • interim sewage disposal measures may be necessary until such time as the required upgrade to the Waste Water Treatment Works for Ballygowan is complete  and fully operational
HPA 4 Land at Moss Road
  • housing development to be a minimum gross site density of 20 dwellings per hectare;
  • provision of a planted buffer zone a minimum of 5m wide along the south eastern and south western boundaries of the site;
  • retention of trees and shrubs along the boundary of the site with Carrickmannan Road;
  • a right turn lane to be provided from Moss Road to serve the development;
  • the junction with Moss Road/ Carrickmannan Road/Church Hill to be improved through the provision of a roundabout;
  • a pedestrian/cyclist path to be provided from the development to Carrickmannan Road;
  • a footpath to be provided along the site frontage of Carrickmannan Road;
  • an earth bank or imperforate barrier to be provided along the south eastern boundary of the site to reduce impact of noise from adjacent quarry ;
  • design of buildings along the boundary with the adjacent quarry to include appropriate sound insulation and ventilation measures.; and
  • interim sewage disposal measures may be necessary until such time as the required upgrade to the Waste Water Treatment Works for Ballygowan is complete and fully operational.
Planning applications within the Housing Policy Areas above will also be processed in accordance with the requirements of prevailing planning policy.
Proposal BN 03 Informal Park and Ride and Park and Share site
A site with development potential for an informal Park and Ride / Park and Share site is identified on the A21, Ballygowan Bus Depot, in accordance with Planning Policy Statement 3 (PPS 3): Access, Movement and Parking and as indicated on Map No. 2/006, Ballygowan Settlement Map.
The identified site is on a key commuter route into Belfast along which Goldliner bus services operate. Its development for parkand- ride and park-and-share purposes would encourage modal shift from private cars to public transport. It is anticipated that the site should provide 20-50 car parking spaces. Planning permission will not be granted for any other form of development which would prejudice the provision of park-and-ride and park-and-share facilities.
Proposal BN 04 Local Landscape Policy Area
The following Local Landscape Policy Area is designated in accordance with Policy CON 2 in Volume 1 of the Plan and as indicated on Map No. 2/006 Ballygowan Settlement Map.
Those features or combination of features that contribute to the environmental quality, integrity or character of this area are listed below.

LLPA 1 Magherascouse Lough and Ballygowan River

  • Ballygowan River and shoreline;
  • Lough and river corridor provide local nature conservation interest and an attractive setting to the village; and
  • provides a link between town and countryside with potential for public access along some stretches.
Proposal BN 05 Existing Amenity Open Space and Recreation
The following areas of existing amenity open space and recreation use are designated in accordance with Planning Policy Statement 8 (PPS 8): Open Space, Sport and Outdoor Recreation and as indicated on Map No. 2/006, Ballygowan Settlement Map.

There is an existing playing field and area of open space just beyond the settlement limit at Moss Road.
