Ards Borough: Comber Industry

Comber has an existing industrial site on the Newtownards Road, the site of a carpet underlay factory, and at Park Way where old industrial premises contain a variety of workshops and stores, including building supplies. There are two small businesses on the western edge of the Town Centre in Mill Street, and two former industrial sites in Castle Lane and Bridge Street. The former Albion factory in Castle Lane was vacant for some time and has now been redeveloped for private housing. Comber Mill at Ballygowan Road was vacant and is approved for conversion to residential apartments and development is well underway. It is important to protect existing industrial sites to provide for the future employment needs of the town and surrounding area.
In line with its role as a local hub as defined by the RDS, the Plan also proposes an additional 4.66 hectares on land to be developed for a mixture of industrial uses to the east of the town in accordance with Policy SETT 1 and Proposal IND 2 in Volume 1 of the Plan as indicated on Map No. 2/003a, Comber Settlement Map. Applications for planning permission within these sites will be determined in accordance with prevailing regional planning policy.
Proposal CR 10 4.66 Hectares at Riverside, Land south of the proposed Comber Bypass Stage 2  
Development of the site will only be permitted in accordance with an agreed comprehensive scheme to show the overall development of the wider Riverside Development Area under Proposal CR 06 and the necessary public infrastructure, including those roads required to serve these lands. The alignment and landscaping of the roads shall be designed to achieve the maximum possible degree of integration in the landscape.
Key Design Considerations:
  • all new development shall provide a high quality of layout and design;
  • buildings should exhibit variety in their elevational treatment and heights, particular consideration should be given to views into the site;
  • the layout shall be designed to provide for maximum permeability by bus services;
  • provision of a 8-10m indigenous planting buffer along the eastern and northern boundaries to reduce the visual impact of industrial development on the edge of the open countryside as well as appropriate landscaping within the site; and
  • provision of a 8-10m buffer along the west and south western boundaries to reduce the visual impact upon the adjacent housing zoning.
