13. In the majority of cases, the environmental effects of small scale renewables development should not be a factor in relation to the application of permitted development rights or the processing of a planning application for such development. However, you should note that where a development involves the installation of more than two wind turbines, or the hub height of any turbine or height of any other structure for harnessing wind power for energy production exceeds 15 metres, the Planning Service is likely to require an environmental statement under the Planning (Environmental Impact Assessment) Regulations (Northern Ireland) 1999. You are advised to confirm this with your Divisional Planning Office.
