If the Agency is to achieve the changes set out in the Modernising Planning Processes (MPP) Implementation Plan, deliver ePlanning, and new Business Planning arrangements, it is essential that the right management structures, and Human Resource Strategy are in place.

The people working in the Agency are a crucial element in 'Planning to Deliver'. There will clearly be new processes & procedures flowing from the reforms proposed in the Implementation Plan and the E-Planning project. It will therefore be necessary to consider how these changes, together with any shifts in workload, impact on resources and on the balance of these resources between administrative and Professional and technology staff within each office and within the Agency as a whole. Linkages between workload forecasting arrangements and Human Resource deployment will have to be established and developed.

If the proposed changes to systems and procedures produce further training & development needs these will be taken into account in the Agency's future Training Plans.

Keeping everyone informed of progress as the modernisation programme moves forward will also be essential. Every effort will be made to communicate with staff on a regular basis as 'Planning to Deliver' unfolds.
