Planning (Control of Major-Accident Hazards) Regulations (Northern
Ireland) 2006 – A Consultation Paper
The Department has issued a consultation paper which sets out its
proposals for implementing European Directive 2003/105/EC, which
amends Council Directive 96/82/EC (the ‘Seveso II’ Directive) on the
control of major-accident hazards involving dangerous substances.
The amendments are designed to broaden the scope and improve the
effectiveness of the Directive in preventing major accidents and
limiting their consequences.
The proposals in this consultation paper apply to the implementation
of the land use planning requirements of the amended Directive by
the above regulations.
The purpose of the consultation is to obtain views on the draft
legislation and in particular, on the need for a transitional
provision on deemed consent. We are also keen to gauge views on the
likely impact on small businesses as set out in the Draft Regulatory
Impact Assessment. The closing date for receipt of comments is
13
January 2006.
