METROPOLITAN NEWTOWNABBEY

Education, Health and Community Facilities

Education

Responsibility for the provision of educational facilities in the Borough rests mainly with the North Eastern Education and Library Board (NEELB), the Council for Catholic Maintained Schools (CCMS) and the Northern Ireland Council for Integrated Education (NICIE).

The Department has been advised by CCMS that there is a requirement for a new primary school at the Hightown Road to serve the Glengormley area. Further details of this education provision requirement are set out within the Key Site Requirements for the Hightown Road, adjacent to Holybrook Manor, zoning Ref MNY 05/21.

Further education facilities in the Borough are provided at both the North East Institute at Whiteabbey and the University of Ulster, Jordanstown campus.

University of Ulster, Jordanstown

Jordanstown is one of four University of Ulster campuses in Northern Ireland providing teaching, learning and recreational facilities and is renowned for its innovative research and development. The University of Ulster is proposing to invest significantly in education and learning facilities at the Jordanstown Campus.

Their Sports facilities are being refurbished and improved including the provision of an indoor running track, sports hall, all weather hockey pitches, and investment in their existing pitches. A new National Research Centre focusing on rehabilitation linked with the Sports Institute for Northern Ireland is also planned.

A new Science Park is earmarked for the campus, adjacent to the University within Carrickfergus District (identified in Carrickfergus District Plan as zoning MCS 02), providing education related employment opportunities which will include technology & business uses.

Libraries

The North Eastern Education and Library Board (NEELB) is responsible for library provision within Newtownabbey and there are three libraries located within the Metropolitan Newtownabbey area in Glengormley, Monkstown and Rathcoole.

Health

Northern health and Social Services Board (NHSSB) are responsible for healthcare provision within the Borough. Homefirst Community Trust and United Hospitals Trust provide community health, mental health and social care services within Newtownabbey Council Area including the provision of health facilities at Whiteabbey hospital.

Community Facilities

Metropolitan Newtownabbey provides a wide range of community facilities including eight community centres and 80 youth organisations functioning out of a variety of venues such as schools, church halls and youth centres.

Policy CF2 in Part 3, Volume 1 of the Plan facilitates the provision of further education, community and cultural facilities during the Plan period.
