Education, Health and Community Facilities
 
 

Education

Responsibility for the provision of educational facilities in Metropolitan Castlereagh rests with the South Eastern Education and Library Board Area (SEELB), the Council for Catholic Maintained Schools (CCMS) and the Northern Ireland Council for Integrated Education (NICIE).

In relation to primary provision Tor Bank Special School, currently located at the Ulster Hospital, is relocating to an existing educational facility at Dundonald High School. Dundonald Primary School is to be replaced within the existing site. In addition the South Eastern Education and Library Board has advised that the provision of a nursery unit at Newtownbreda Primary School may be required within the plan period.

A review of nursery, primary, and post-primary provision in Castlereagh is programmed to take place during the Plan period.

In relation to secondary provision the South Eastern Education and Library Board has advised that the provision of a replacement educational facility for Dundonald High School may be required within the existing site.

The South Eastern Education and Library Board (SEELB) is responsible for library provision within Castlereagh and there are seven libraries located within the Metropolitan Area.

Health

The Eastern Health and Social Services Board (EHSSB) is responsible for the health provision within the Borough. Belfast City Hospitals Trust, Ulster Community Hospitals Trust, South and East health and Social Service Trust and Green Park Heath Care provide community health, mental health and social services within Metropolitan Castlereagh.

Services currently provided at Belvoir Park Hospital are due to relocate to a new purpose built centre at Belfast City Hospital, which is currently under construction. When services vacate the existing site, the land will become surplus to requirements. Part of the site is zoned for housing and the remaining land is designated as Green Belt in the Plan.

Land is zoned for Employment/Industry at Knockbracken under MCH 07. This zoning allows for the provision of healthcare facilities.

Land at Forster Green is identified for health use to provide a Community Care and Treatment Centre for South and East HSS Trust.

Policy for the control of development on land identified for the provision of new health facilities is contained in Policy CF1 in Part 3, Volume 1 of the Plan.

Land to the north-east of the Ulster Hospital, Dundonald is identified for health use, for a programmed expansion in services and facilities associated with the existing hospital.

Community Facilities

Metropolitan Castlereagh offers a wide range of community facilities. There are presently eight community centres within Metropolitan Castlereagh and almost 106 youth organisations, which operate out of various venues such as schools, church halls and youth centres.

Castlereagh Borough Council has identified a site on the Manse Road, to be developed within the lifetime of the Plan as a new community facility for the Four Winds area.

The Department considers that the flexibility of the Plan is such that any need for future sites for community use can be accommodated during the Plan period.

Policy CF2 in Part 3, Volume 1 of the Plan facilitates the provision of education, health, community or cultural facilities during the Plan period.
