Education, Health and Community Facilities

 
 

Health, Education and Community Facilities Policy for the control of development land identified for the provision of the following health and education facilities LC 40 – LC 43 is contained in Policy CF 1 as set out in Parts 3, Volume 1 of the Plan.

Health

The Eastern Health and Social Services Board are responsible for healthcare provision within the Lisburn City area. Down Lisburn Trust provide community health, mental health and social care services within Lisburn City Council area.

Proposal LC 40
Health Use Rear of Lagan Valley Hospital
 

7 hectares of land to the rear of Lagan Valley Hospital is identified for health use as shown on Map No. 2/001 – Lisburn City.
 

This proposal will cater for an expansion of the services and facilities associated with Lagan Valley Hospital.

Proposal LC 41
Health Use West Lisburn
 

2 hectares of land at West Lisburn are allocated for health use as part of Zoning LC 07 – Major Employment Location – West Lisburn, Blaris.  This zoning is identified on Map Nos. 2/002 and 2/001 – Lisburn City.
 

This proposal will allow for the creation of primary and secondary health facilities for the Down and Lisburn HSS.

There is no precise boundary specified for this proposal, but land has been allocated for health use as part of the Key Site Requirements for Zone A in LC 07 – Major Employment Location – West Lisburn, Blaris. For further details, Zoning – LC 07.

Education

Responsibility for the provision of educational facilities in Lisburn City rests mainly with the South Eastern Education and Library Board (SEELB), the Council for Catholic Maintained Schools (CCMS) and the Northern Ireland Council for Integrated Education (NICIE).

Primary Education

In relation to primary school provision, St.Colman’s Primary School, Lambeg is to be replaced within the existing site. The SEELB have advised that the provision of a nursery unit at Tonagh Primary School may be required within the Plan period.

Special Education

Proposal LC 42
Education Use Knockmore
 

4.35 hectares land adjacent to Parkview Special School, Knockmore are identified for education use on Map No. 2/001 – Lisburn City.
 

Post Primary Education

A review of post-primary education in Lisburn City is programmed to take place during the Plan period.

Proposal LC 43
Education Use West Lisburn
 

8 hectares of land at West Lisburn are allocated for post primary education provision in association with Zoning LC 07 – Major Employment Location – West Lisburn, Blaris.  This zoning is identified on Map Nos. 2/002 and 2/001 – Lisburn City.
 

There is no precise boundary specified for this proposal, but land has been allocated for education use as part of the Key Site Requirements for Zone A in LC 07 – Major Employment Location – West Lisburn, Blaris. For further details, see Zoning – LC 07.

Community Facilities

Alongside its educational role, the Lisburn City area also provides a wide range of other community facilities. There are currently eight community centres within the Lisburn City area and over 40 youth organisations functioning out of a variety of venues such as schools, church halls and youth centres. Following consultation with Lisburn City Council land is not identified for the development of new community facilities within the lifetime of the Plan. Policy CF 2 in Part 3, Volume 1 of the Plan facilitates the provision of further education, health, community or cultural facilities during the Plan Period.

The SEELB is responsible for library provision within the Lisburn City Council area and there are two static libraries located within Lisburn City at Laurelhill and Railway Street.
