The Draft Plan consists of a written statement and accompanying maps and relates to the administrative areas of Belfast, Carrickfergus, Castlereagh, Lisburn, Newtownabbey and North Down Councils. Its purpose is to inform the general public, statutory authorities, developers and other interested bodies of the policy framework and land use proposals that will be used to guide development decisions within the six Council areas.
