Draft Planning Policy Statement 5 (revised): Retailing, Town Centres and Commercial Leisure Developments

The Department for Regional Development (DRD) published Draft Planning Policy Statement 5 (PPS 5) – Retailing, Town Centres and Commercial Leisure Developments in July 2006.

Draft PPS 5 promotes the regional role of Belfast and Londonderry and gives recognition to Sprucefield as Northern Ireland's only out-of-town regional shopping centre. Applications for out-of-centre and out-of-town proposals will be required to satisfy a set of policy tests to be successful. It also introduces a sequential approach and a needs test in the identification of suitable sites for major retail proposals.

Transfer of Responsibilities

The Department of the Environment assumed responsibility for Draft PPS 5 on 15 January 2008 from DRD and will take forward any future work associated with this document.
